A delegation from Monaco, led by the Secretary of State for Justice and Director of Judicial Services, Mr. Samuel VUELTA SIMON, presented Monaco’s report on the implementation of the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment in Geneva, at the headquarters of the UN Human Rights Office, on April 8th and 9th, 2025.

The delegation highlighted Monaco’s legislation in this area, as well as the independence of the judiciary and the judicial power. They also emphasized the efforts made since the previous review in 2016 to strengthen the legal and institutional framework, with the aim of ensuring more effective protection against all forms of violence.

The frank and constructive dialogue between the Monaco delegation and the committee’s expert members also focused on guarantees of respect for human rights, judicial assistance, improvements in detention conditions in the Principality, prisoner transfers, and other related matters.

The delegation included representatives from the Public Safety Department, the Legal Affairs Department, the Judicial Services Department, the Department of External Relations and Cooperation, and the Permanent Representation of Monaco to the United Nations Office in Geneva.

It is important to note that Monaco ratified the aforementioned Convention in 1991. As with other reviews of this nature, the United Nations Committee against Torture will publish its final observations, along with recommendations that will undergo a monitoring procedure.
