Monaco has become the first European and Mediterranean state to ratify the Agreement on the High Seas, also known as the BBNJ Agreement. The permanent representative of Monaco to the United Nations, Isabelle Picco, handed over the instrument of ratification to the Chief of the UN Treaty Section, David Nanopoulos, on May 9, 2024. The agreement, which complements the United Nations Convention on the Law of the Sea, aims to protect, restore, and ensure the sustainable use of the marine environment, maintain the integrity of ocean ecosystems, and preserve the inherent value of biodiversity. Monaco actively participated in the negotiation process and its proposals were well-received. So far, five countries, including Palau, Chile, Belize, Seychelles, and Monaco, have ratified the agreement. It is hoped that the remaining fifty-five ratifications needed for it to enter into force will be deposited with the UN in the coming months.
