The Department of Equipment, Environment, and Urban Planning of the Princely Government of Monaco has announced an invitation for applications for the design, construction, financing, operation, and maintenance of a transportation system. The system will include a parking facility with approximately 3,500 spaces located in “La Brasca” in the municipalities of Eze and La Turbie. It will also include an underground express link connecting the parking facility to Monaco.
The project will consist of a passenger station, storage and maintenance volumes for rolling stock, and a logistics distribution area. The underground link will connect the “La Brasca” site to Monaco and will feature at least one underground passenger station to be created between Charles III Island and Place d’Armes. The infrastructure and rolling stock will preferably be automatic, with an initial capacity of 2,400 passengers per hour in each direction.
Although the system is not primarily intended for freight transport, proposals for freight transportation can be submitted as alternatives. Currently, only one station is planned within the territory of Monaco between Charles III Island and Place d’Armes. Candidates may propose an extension of the line and/or the creation of additional stations within Monaco as part of the negotiation process. The chosen equipment and infrastructure design should allow for future expansion both in France and Monaco.
The project must be implemented in a manner that respects the environment, neighboring areas, sites, and landscapes. It should also promote sustainable energy management and waste reduction during both the construction and operational phases. The project’s implementation will be subject to the prior signing of a bilateral agreement between France and Monaco.
Detailed information about the project and its requirements will be provided in a tender document, which will be given to selected candidates invited to submit their proposals. The deadline for submission of applications is 12:00 PM on February 28, 2025. Applications must be sent by registered mail with acknowledgement of receipt or delivered in person to the Department of Equipment, Environment, and Urban Planning at the following address:
