United Nations Delegation Assists Monaco in Developing Space Law for New Space Actors

A delegation from the United Nations Office for Outer Space Affairs visited Monaco from Wednesday, September 4th to Friday, September 6th, 2024. The visit was part of the UN’s project “Space Law for New Space Actors.” Monaco’s Office of Outer Space Affairs sought the assistance of this UN entity based in Vienna in developing a space activities law and strengthening its understanding of the state’s responsibilities under the international legal framework. International experts from academia, politics, and technical fields were invited to exchange ideas with the Monégasque government on space law, discussing various topics specific to Monaco. The three-day technical assistance mission took place at the Interministerial Delegation for Digital Transition and was also a step towards Monaco’s accession to key international treaties on outer space. The experts were welcomed by Frédéric GENTA, the Interministerial Delegate for Attractiveness and Digital Transition, and Isabelle ROSABRUNETTO, the Director General of the Department of External Relations and Cooperation. During the visit, Aarti HOLLA-MAINI, Director of the United Nations Office for Outer Space Affairs, met with Isabelle BERRO-AMADEÏ, Government Counselor – Minister for External Relations and Cooperation, accompanied by Ambassador Lorenzo RAVANO, Monaco’s Representative to the United Nations Office in Vienna. The importance of a clear legal framework, in line with international law, for the prosperity of a national space sector was emphasized. As space becomes accessible to an increasing number of public and private actors, Monaco aims to establish national legislation to regulate private space activities on its territory and ensure the legal security of the state in accordance with applicable international rules. The Monaco Office of Outer Space Affairs was created by a sovereign ordinance on August 2, 2021. It is led by Christophe Pierre and placed under the supervision of the Department of Platforms and Digital Resources within the Interministerial Delegation for Digital Transition.
