Monaco’s Involvement in Global Health Agenda: A Recap of the 77th WHA Assembly

Monaco recently participated in the 77th World Health Assembly (WHA), the highest decision-making body of the World Health Organization (WHO), held in Geneva from May 27th to June 1st, 2024. For the first time, Monaco was elected to be part of the Assembly’s Bureau, responsible for coordinating the session’s work.

This year’s general debate focused on the theme “A World Mobilized for Health, Health for All.” In her address, Her Excellency Ms. Carole LANTERI, Ambassador, Permanent Representative of Monaco to the United Nations Office at Geneva and Head of the delegation, highlighted the excellence of Monaco’s public health policy, stating that “Health for All is not an ideal, but a reality” in the Principality.

Due to the international context, the session was marked by lengthy discussions on the agenda items concerning the health situations in Ukraine and the occupied Palestinian territory, including East Jerusalem, and the occupied Syrian Golan.

From a normative perspective, the session aimed to continue and conclude the work initiated in 2022 by the Working Group on amendments to the International Health Regulations (2005; IHR) and the Intergovernmental Negotiating Body tasked with negotiating an international instrument on pandemics (INB). The IHR Working Group successfully fulfilled its mission by submitting a set of amendments to the IHR (2005) to the 77th Assembly. As for the INB, the Assembly decided to extend its work for one year, as the negotiations could not be completed.

In addition, Monaco co-sponsored several resolutions on priority themes such as climate change and health, emergency preparedness, mental health in conflict and natural disaster situations, maternal, newborn, and child mortality reduction, and improvement of health and well-being in the context of sporting events.
