Monaco Takes Lead in Promoting Good Governance in Sports at Council of Europe Conference

Monaco recently participated in the 18th Conference of Sports Ministers organized by the Council of Europe in Porto. The government minister, Lionel BEFFRE, led a delegation that included the Permanent Representative of Monaco to the Council of Europe, Gabriel REVEL, as well as Florian BOTTO and Ninon DANA-HATTAB from the Department of External Relations and Cooperation. The conference, held from October 8-10, 2024, focused on the theme of good governance in sports. During the conference, Lionel BEFFRE was elected as the Vice-President. The event brought together 46 member states of the Council of Europe, as well as Israel, Morocco, the Holy See, and numerous international sports organizations and associations.

Lionel BEFFRE emphasized Monaco’s commitment to the principles of good governance in sports. He mentioned a sports bill that has been proposed and submitted to the National Council in Monaco. He also announced that Monaco will host the next ministerial conference in 2026, which was confirmed during the event. This announcement had previously been made by H.S.H. the Sovereign Prince during a speech in Strasbourg on October 2, 2024, in celebration of the 20th anniversary of Monaco’s accession to the Council of Europe.

As the Principality will assume the presidency of the Committee of Ministers of the Council of Europe in the second half of 2026, several high-level events will be organized in both Strasbourg and Monaco. The Conference of Sports Ministers of the Council of Europe will be the highlight of Monaco’s presidency. It is worth noting that Monaco is an active and recognized member of the Council of Europe’s Enlarged Partial Agreement on Sport, with Monaco’s permanent representative to the Council of Europe currently serving as the Chair of the statutory committee of this agreement since 2016.
