Monaco held its first debate session with the government on the State Budget for the fiscal year 2025. Minister of State Didier Guillaume responded to various points raised by the rapporteur Franck Julien, expressing full support for the budget. He emphasized that Monaco has a virtuous budget situation with no debt and a substantial Constitutional Reserve Fund. Regarding the Fontvieille Shopping Center, Guillaume stated that it is too early to make precise commitments. He also addressed the need for a revision of the Phase 2 program at the Princess Grace Hospital Center (CHPG) due to advancements in techniques and technologies. In terms of doctors, 70 have been authorized to practice in the Principality, with an additional 10 authorizations granted this year. However, waiting times for examinations at the CHPG currently exceed one month. The government and the Council of Physicians are not in favor of establishing a “health center”. The issue of “Zone France” in Italy was also discussed, with the Minister of State mentioning that initial contacts have been made with relevant Italian authorities who have shown interest in the topic in terms of taxation, social rights, and labor law. Other topics exchanged between the National Council and the government included attractiveness, national priorities, mobility, youth policies, education, and leisure time. The government reassured the audience that it has no intention of presenting structurally deficit budgets and is actively seeking new financial resources while carefully monitoring expenses.
